Joey was a loving husband, married to Tiffany Clark on December 21, 2002.  Joey was doing the one thing he loved, working near the water.  He enlisted in the U.S. Coast Guard in October, 2002 and was stationed in Goose Creek, SC. Son of Donna M. Snoddy, brother of Tony Starnes Jr., Julie Starnes, Tommy Starnes, and Mary DiToto.
